Status of locally recruited teaching staff
The status of locally recruited teaching staff
Who are locally recruited teaching staff?
AFLEC recruits a significant number of staff on local contracts
- Tenured French National Education staff on leave of absence (en disponibilité)
- Non-tenured French staff of the French National Education system, in particular holders of the master’s degree in Teaching, Education and Training Professions (MEEF)
- Staff of other nationalities
Recruitment conditions
Whatever their original situation, locally recruited teachers must meet AFLEC’s requirements, in particular possessing professional expertise that matches the post to be filled, but also the recruitment rules in force in the country where they are to work, notably the required qualifications and the number of years of professional experience.
Local contract
Local-law contracts mainly govern the terms of remuneration and the health insurance and pension arrangements in force in the host country. Local contracts are signed by the employee and their employer, that is, an authorised representative of the school’s Management Committee.
Social security entitlements
Staff recruited on a local contract receive the social benefits provided for by the laws of the host country.
However, French nationals may apply for voluntary membership of the Caisse des Français à l’étranger (CFE), which guarantees all French social security entitlements.
Applying for a post on a local contract
Two types of situation should be considered
Local hire (recruté local local) :
These are teachers who are not tenured in the French National Education system and who are living, or are going to be living (in particular to accompany a spouse or partner), in the country where the post applied for is located:
In this case, applicants should contact the school directly, as it carries out the recruitment itself.
External locally recruited staff:
These are tenured teachers on leave of absence (en disponibilité) or non-tenured teachers of the French Ministry of Education (Éducation nationale) who are not present in the country where the position applied for is located.
They include, in particular, French staff holding a master’s degree in “Teaching, Education and Training Professions” (Métiers de l’enseignement, de l’éducation et de la formation): they must send their application to the AFLEC recruitment department, which shortlists applications and forwards its recommendations to the school, which then draws up the contract.
An application form is to be completed below.
Interviews
Wherever possible, candidates shortlisted on the strength of their application are invited to one or more interviews with the AFLEC Recruitment Committee. These interviews may take place at AFLEC’s Paris head office or by videoconference.
Applying for a locally recruited primary school head position
Non-tenured primary school heads are selected by the AFLEC recruitment committee
Application form
The appropriate application form is to be completed online, together with the supporting documents requested: a detailed curriculum vitae highlighting the candidate’s abilities in team leadership, internal and external communication and command of the most dynamic teaching methods.
Interviews
Wherever possible, candidates shortlisted on the strength of their application are invited to one or more interviews with the AFLEC Recruitment Committee. These interviews may be held remotely via Skype or any other video-conferencing application.
Final selection
The applications of primary school heads selected by the Recruitment Committee are submitted for approval to the Management Committee of the school to which they are assigned. In all cases, the Management Committee holds the final authority to officially appoint the staff chosen.
